Taiwan Launches National Strategy to Become Global AI Hub
Taiwan’s government has unveiled a comprehensive plan to transform the island into a global artificial intelligence hub by 2040.
The Executive Yuan’s Economic Development Council convened its second Advisory Committee meeting to review the New Top Ten AI Infrastructure Projects.
National Development Council Chairman Liu Jingqing detailed Taiwan’s goals: cultivate one million AI professionals, generate over 15 trillion NTD in AI output value, create 500,000 high-paying AI-related jobs, and establish three international-level AI laboratories. Recognizing AI and semiconductors as the engines of recent economic growth, the government aims to promote broad-based AI adoption across industries to drive expansion, reduce costs, and address labor shortages amid a declining workforce.
Under review since the meeting, the project plan rests on five strategic visions.
First, it positions Taiwan as a technological island and global AI center. Second, it fosters industrial development that generates high-value employment. Third, it seeks balanced regional growth through a six-region development layout. Fourth, it embeds AI into daily life with applications spanning transportation, healthcare, and other public services. Together, these objectives align national resources and policy tools to accelerate AI-driven transformation throughout the economy and society.
The plan’s infrastructure pillars include three application domains—industry-wide AI adoption, smart cities, and digital living circles—and three core technologies: silicon photonics, quantum computing, and AI robotics.
Each pillar will receive support from a dedicated international laboratory to advance research, development, and commercialization. To fund regional AI initiatives and talent cultivation, the government proposes a 100-billion-NTD venture capital fund. Academic institutions will aim to graduate 90,000 AI specialists annually, while retraining programs target an additional 20,000 to 30,000 professionals each year.
Six regional development plans will tailor AI strategies to local industry strengths, ensuring that by 2028 approximately 200,000 enterprises complete their AI transformations.
The government will adjust regulations to enable smart service platforms and lower barriers to AI implementation. By integrating these regional efforts with the national infrastructure build-out, Taiwan will strengthen its position as a competitive player in the global AI landscape.
This Advisory Committee meeting marks part of the Economic Development Council’s schedule for the year’s second half, with upcoming discussions on smart applications, key technologies, digital infrastructure, national investment plans, asset management, and talent competitiveness.

China’s Subsidy-Driven Rise in Mature-Process Semiconductors Reshapes Global Supply Chains and Trade Policy
Global shifts in semiconductor production and trade policies are reshaping the competitive landscape for mature-process chips.
China’s large-scale subsidies for mature-process semiconductor production have squeezed Taiwanese manufacturers.
In 2023, China accounted for 34% of the mature-process chip market, Taiwan 43% and the United States 5%. TrendForce projects that by 2027 China will increase its share to 47% while Taiwan’s will shrink to 36% and the US share to 4%. This shift would make China the world’s largest producer in this segment, intensifying competitive pressure on Taiwan’s industry.
In response to these market shifts, the United States launched two major semiconductor trade investigations: a Section 301 inquiry into Chinese subsidies in late 2024 and a Section 232 investigation in April 2025 examining the security implications of global chip equipment and parts imports, including those from Taiwan.
These probes could lead to tariffs on Taiwanese semiconductor products that, according to DSET, risk exacerbating challenges for Taiwanese firms and further redirecting global supply chains toward China.
DSET warns that China’s advances in mature-process and high-end semiconductor manufacturing pose significant risks to military-industrial supply chains and national security among democratic allies.
Growing reliance on Chinese production capacity could undermine the resilience of critical defense, telecommunications and space-sector supply chains, heightening strategic vulnerabilities.
To address these challenges, DSET recommends that the United States deepen semiconductor cooperation with Taiwan rather than impose tariffs.
It proposes targeted export controls on manufacturing equipment and critical materials to disrupt China’s production capacity in the short to medium term and the establishment of a multinational supply chain agreement among democratic countries, namely the United States, Europe, Taiwan and South Korea.
Under the proposed agreement, participating democracies would coordinate tariffs and investment restrictions on non-trusted foundries, create free-trade mechanisms within a democratic supply chain bloc and strategically prioritize collaboration with reliable foundries for critical sectors.
These measures aim to safeguard supply chain integrity, reinforce industrial cooperation among democratic allies and mitigate the strategic risks posed by China’s subsidy-driven expansion in mature-process semiconductors.
